한미동맹의 전망

일국의 대통령은 취임 당시의 국정 의제가 아닌, 임기 중의 예상치 못한 위기를 처리하는 방식에 따라 평가된다. 이 점에서, 북한이 신임 행정부의 위기가 될 수 있다는 것은 충분히 예상 가능하다.
저자는 본 초록이 전적으로 저자의 견해를 반영하며, 조지타운 대학교, 전략문제연구소(CSIS), 부시 연구소 또는 기타 어떤 기관의 견해를 대표하지 않는다는 것을 강조하는 바이다. 저자는 이 같은 위협에 대응하는 전략의 요소에 다음의 원칙이 포함되어야 한다고 생각한다.
1.동맹국의 중요성
첫 번째 원칙은 동맹국의 중요성이다. 북한 위기가 발발하면, 우리와 공통의 관심사를 공유하지 않는 비 우방국과 우방국의 구분이 명확해질 것이다. 이 점에서, 현재 진행 중인 한국의 정치 위기는 반드시 해결되어야 한다. 다가올 도전에 대응하는데 있어, 미국의 정권교체기에 한국에 지속 가능한 리더십이 존재하는 것은 중요하다.
2.방위 및 억지력 강화의 필요성
두 번째 원칙으로 방위 및 억지력의 강고한 증강이 필요하다. 한미동맹은 지역 내 군사적 자산의 풍부한 증강을 필요로 한다. 합동군사훈련의 속도를 높이고, 한반도에서의 확장된 억지력 강화를 위한 새로운 방법에 대한 진지하고 혁신적인 고민이 필요하다. 사드 배치 일정은 조속히 추진되어야 하며, 한미일 3국 간의 조정 개선을 위한 노력이 있어야 한다.
3.제재를 통한 대북 압박 지속
세 번째 원칙은 대북 제재를 계속 추진하는 것이다. 제재의 목적은 북한의 붕괴에 있지 않다. 제재는 북한의 비핵화 약속 이행을 강제하기 위한 포괄적 전략의 일부분이다.
4.인권 문제
네 번째 원칙은 인권 문제이다. 우리는 북한 정권이 현대사 최악의 인권침해자라는 사실을 결코 잊어서는 안 된다. 핵무기를 만들어 강성대국이 되고자 하는 정권의 가장 약한 부분은 그 정권이 주민을 대하는 방식에 있다. 우리에게는 단지 전술상의 이유뿐만 아닌, 스스로 보호할 수 없는 사람들을 보호할 책임(R2P)이 있으므로 인권 문제로 북한을 계속 압박해야 한다.
5.외교
마지막으로, 외교 트랙을 열어두지 않는 그 어떤 전략도 무책임하다. 대화가 단절되고, 무력을 증강하며, 군사훈련을 진행하는 국가들의 귀착점은 전쟁으로의 거침 없는(inexorable) 길이다. 따라서 모든 전략은 무기시험 프로그램의 즉각적인 중단과 핵개발 프로그램의 종결을 추구하는 외교의 경로를 열어두어야 한다.

Presidencies are measured not by the agenda they have coming into office, but how they handle the unexpected crises that come along the way. In this regard, it is entirely plausible that North Korea could be the crisis for the incoming administration.
I stress in doing this that these are MY OWN views and do not represent the view of Georgetown, CSIS, the Bush Institute or any other entity. The elements of any strategy to deal with this threat in my opinion must include the following principles
1.The Importance of Allies
The first is the importance of the allies. In a crisis with North Korea it will be clear who are our friends and who are NOT our friends that do not share common interests with us. In this regard, a resolution of the current political crisis in Korea is crucial. At a time of political transition in the U.S., it is important for there to be sustained leadership in Korea to deal with the challenges that lay ahead.
2.The Need to Strengthen Defense and Deterrence
The second principle relates to the need to strengthen defense and deterrence. The alliance needs robust augmentation of military assets in the region; a heightened tempo of exercising; and serious and innovative thinking about new ways to enhance extended deterrence on the peninsula. THAAD deployment needs to be accelerated and efforts must be made to improve trilateral coordination among the U.S., Japan, and Korea.
3.Pressing Forward with Sanctions
The third element is to continue to press forward with sanctions. The purpose of the sanctions is not to collapse the DPRK. They are a part of an overall strategy of compellence designed to force the North back to their denuclearization commitments.
4.Human Rights
The fourth principle relates to human rights. We must never forget that the regime in Pyongyang is the worst human rights abuser in modern history. For a regime that builds nuclear weapons to try to make itself strong, its weakest point is the way it treats its people. We should press forward on the human rights issue not just for tactical reasons, but because we all have a responsibility to protect those who cannot protect themselves.
5.Diplomacy
Finally, any strategy would be irresponsible if it did not leave open the diplomatic track. Countries that do not talk to each other, that build arms, and that conduct military exercises are headed down an inexorable path to war. So, any strategy must leave open diplomacy that seeks in the immediate term an end to the testing programs, and an end to the nuclear programs.
